The Department of Public Safety protects and serves the Creighton community through proactive patrolling, rapid response, community outreach, security technology, and safe transportation options. We seek to ensure that all members of our community can live, learn, work, and play in a safe and secure environment.
Under the direction of the Assistant Vice President of Public Safety, the Associate Director for Security Operations manages the day-to-day operations of three shifts of armed, non-sworn Public Safety personnel. The department provides 24/7/365 protection of the campus with 3 Managers, 3 Lead Officers and 21 Public Safety Officers, 3 full-time Dispatchers, and 3 part-time dispatchers.
The Associate Director will also provide leadership and oversight of campus security and special events planning. This work involves interactions within and outside the university with exposure to highly sensitive and confidential information and the need to handle sensitive interpersonal situations.
Responsibilities include but are not limited to the following: Directly supervise three Shift Supervisors, the Parking Administrator, and the Community Outreach Officer.
Plan, organize, direct and evaluate all activities of three shifts of Public Safety officers, ensuring compliance with all laws and local ordinances, as well as adherence to University and departmental policies and procedures.
Organize, assign, supervise, review and evaluate the work of staff.
Direct and oversee the conduct of performance evaluations, training, hiring, discipline, and termination procedures.
Ensure all incidents that occur on University property are properly investigated, and when needed, that incidents are referred to the appropriate internal team/department and/or reported to the appropriate law enforcement agency.
Identify, schedule, and manage public safety training programs, including firearms training and certification programs.
Provide oversight and collaborative participation with other campus offices to plan and execute large-scale campus events, including Commencement, Move-In, Homecoming, and athletic events.
Maintain a positive working relationship and effective liaison with local law enforcement agencies and other community organizations.
Provide inputs to the departmental operating budget for Public Safety.
Collaborate with other campus organizations to develop and deliver campus-wide educational programs on safety and security issues.
This position is full-time at 40 hours a week, 12 months per year and hours will be normal business hours.
Minimum Qualifications
Bachelor's Degree in Criminal Justice, Law Enforcement, Emergency Management, or related field and/or equivalent training and experience
5-7 years related Public Safety years of experience; progressive leadership positions preferred;
Supervisory experience in law enforcement, security, or emergency management
Knowledge and experience in the employment and maintenance of large-scale video surveillance and electronic access control systems
Excellent oral and written communication skills, with demonstrated experience in the development or improvement of policy, procedures, reports, and presentations
Demonstrated leadership, team building, collaboration, and organizational skills
Proficiency skills in MS Office Suite to include Word, Excel, PowerPoint and Outlook
Preferred Qualifications
Master's degree in Criminal Justice, Law Enforcement, Emergency Management, or related field
10 years of work experience within a college/university setting
Knowledge of the laws and regulations associated with the Clery Act, Department of Education mandates, and related federal, state and local laws and regulations including FERPA, Title IX, and VAWA
Relevant professional certifications, such as ASIS Certified Protection Professional, Professional Certified Investigator, or Physical Security Professional
Advanced law enforcement training, such as FBI National Academy, Southern Police Institute, Northwestern School of Police Staff and Command, or FBI Law Enforcement Executive Development Seminar
Experience with police or public safety records management systems
Experience in project management
Experience in the design and delivery of law enforcement and security training programs
Knowledge, Skills & Abilities
Knowledge of federal and state public safety reporting requirements, including the Clery Act, Department of Justice, and other applicable crime data reporting requirements; policies, procedures, and outside regulations pertaining to the Clery compliance program
Knowledge of and ability to apply standard theories, principles, practices, and techniques to develop conclusions and make recommendations and decisions
Skilled in investigating and analyzing problems with a broad administrative impact and implications
Skilled in communication, customer service and public relations
Ability to plan, organize, multi-task, and prioritize projects to meet deadlines, with attention to detail and follow-through
Ability to collaborate with multiple entities to plan and accomplish objectives and coordinate ongoing multiple, large and complex projects from conception to completion
Ability to effectively interpret, organize, and present information and ideas in written or presentation form
Ability to independently plan, organize, learn, coordinate, and adapt
Ability to handle all duties with accuracy, timeliness, and trust
Ability to anticipate problems and address them proactively
Ability to train others on new skills and procedures
Ability to utilize sound judgment and make sound decisions
