The Regulatory Operations Manager is part of the Commercial Operations Team within Trading & Supply and is responsible for the development and implementation of Shell's fuels regulatory planning and assurance programs and business activities built around fuels regulations including but not limited to gasoline and diesel reporting, the Renewable Fuel Standard (RFS), Clean Fuels Program (CFP) and Low Carbon Fuel Standard (LCFS) requirements consistent with the Group’s Commercial Compliance Strategy in the Americas. Provides guidance, expertise and consultation to management and their staff for fuels regulatory questions including low carbon/clean fuels, providing timely input and guidance on Shell best-practices, and required procedures. Manages various internal and external fuels reports, including internal planning and assurance reports and external regulatory compliance reports.
The Regulatory Operations Manager works with various internal and external resources to ensure compliance with environmental regulations impacting our activities in the areas of imports, blending, distribution and exports of road-transportation fuels.

What is the role
Responsible for regulatory compliance both internally and externally for the Products T&S community.
Single point of Responsibility for regulatory reporting in region reporting to the Regional Commercial Ops (Products) Manager
Set strategic prioritization of team transformation and control framework efforts in alignment with the LCF LT and Governance Board priorities
Attend Regional Leadership meetings to report on reporting effectiveness and compliance
New Business Support for NBPs with impacts to regulatory reporting commitments
Develop Compliance Monitoring Board KPIs/KRIs
Active stakeholder engagement with regional products team leaders to ensure Regulatory Operations teams are aligned with the strategy and resourced to meet current & future business needs.
Strong engagement among commercial ops, traders, supply, mobility, products (manufacturing), credit management, product quality, claims and third-party vendors to ensure E2E value throughout T&S and quality assurance with customers.
Develop and track key performance indicators to support sustainable growth and business controls.
Champion ongoing remodeling, standardization and implementation of global regulatory operations processes and systems, including identification and development of synergies with global Commercial Operations teams.
Provide effective risk management in alignment with Group and T&S standards and manuals including LCF Control Handbook
Ensure compliance with all import/export requirements for state and federal fuel regulations.
Accountable for ensuring that Regulatory Operations delivers a Talent Plan to ensure robust succession and development
Embed a Continuous Improvement culture within Regulatory Operations, working with stakeholders and peer Commercial Operations Managers to identify opportunity areas for problem solving and further efficiencies.
Requirements
What we need from you –
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer
Candidate must have minimum of ten (10) years of experience in Refining or similar industry in one or more of the following areas(s) - fuels compliance and assurance, product quality, laboratory, planning & economics, blending, product supply & trading, and/or environmental required
Bachelor's or higher-level degree required
Knowledge of rules and regulations associated with road transportation fuels specifically clean fuels preferred, such as federal (40 CFR Parts 79, 80, and 1090; Reg SOR/97-493, 99-236, 2002-254), state/provincial (California, Oregon, BC, Ontario), and international regulations
Ability to lead and set direction as a Leader of Communities
Experience leading and working x-function, x-business, internationally and with multi-cultural teams
Experience and demonstrated success in managing complex multi-stakeholder needs
Strong leadership, coaching and people development skills
Experience with scheduling and commercial operations
Knowledge of exposure management as well as understanding P&L drivers.
Ability to drive commercial mindset and commercial value-add to maximize business profitability
Should possess knowledge of the products trading business, in the relevant region
Familiarity with logistics including storage & handling, trucking, pipeline, rail and marine activity.
Familiarity with regulatory reporting and related requirements and operations
Established experience in handling the commercial aspects of contracts and logistics
Ability to improve existing processes & proactively drive continuous improvement
Ability to analyze and simplify complex problems and make decisions with incomplete data
Previous exposure to a fast paced, high energy and demanding trading environment
