Job Description:

What's the role -

The Logistics Operations Support Engineer (OSE) provides process engineering support to the 24x7 Production organization, to ensure excellence in Process Safety, Reliability, Margin/Energy Optimization, and Cost Management. The OSE works closely with the Production Specialist and other members of the Production Team to provide technical assurance to unit operations and ensure production plan delivery. In addition, the OSE plays a key role in Continuous Improvement, Project Development, Non Routine Maintenance and Turnaround Planning and Execution.

The Logistics OSE is expected to:

Demonstrate a commitment to the Core Values: Value and Respect for all People, Act with Integrity, Maintain Customer Focus and Act for the Good of the Enterprise.

Perform proactive technical monitoring to understand Logistics area performance, troubleshoot operating issues and identify opportunities for improvement. This key OSE activity is a feeder for multiple work processes.

Maintain proactive monitoring variables, trends, tools and overall unit proactive monitoring plan to facilitate performance of the Ensure Safe Production (ESP) process.

Provide technical assurance to ensure the process units operate within established limits and helping to establish safe upper and lower limits of key process variables with the input of Operations, Inspection and other Engineering disciplines.

Keep Process Engineering and Production Management apprised of problematic unit conditions and issues as they arise.

Identify threats to meeting the production plan and business objectives and develop and implement plans to mitigate these threats.

Utilize sound Causal Learning methods for problem solving and determining root and contributing causes to unit upsets and reliability events.

Lead and participate in MOCs to ensure robust Process Safety Management for changes to be implemented.

Perform safeguarding evaluations to ensure proper protection against equipment overpressure and failure scenarios.

Assure timely completion of assigned action items (PHA, etc.)

Identify opportunities for Margin and Energy improvements and drive changes to capture these opportunities. Ensure optimization of chemical usage in Logistics.

Provide process engineering support to T/A planning and Execution to ensure Reliability and T/A objectives are met.

Provide support to capital projects to ensure proper implementation and performance when integrated into existing systems.

Spend appropriate time in field in order to maintain good awareness of operating issues and concerns.

Assure complete documentation of key technical work.

Assist the Production Team training console operators on heat and material balances, control of processes, and other unit operations.

Serve as a unit representative on site-wide teams as required.

Provide backup technical support to other unit support engineers at Norco.

Dimensions :

The role provides technical support and assurance to the Logistics Team and delivers improvements to efficiency via capital project support, troubleshooting and unit optimization. The OSE for Logistics is responsible to:

Develop improvements to the Norco Logistics area to improve site profitability/cost optimization/energy efficiency.

Manage the daily technical monitoring of Logistics

Document monthly Unit Monitoring Reports for unit issues and improvement opportunities.

Own and maintain the Proactive Technical Monitoring plans.

This position interfaces with stakeholders at all levels of the Norco facility. Interpersonal skills, negotiating skills, networking ability and ability to manage multiple interfaces with varying needs and priorities are critical to success in this position. The successful candidate must manage time and resources in an effective and efficient manner. They must understand the impact of decisions on production, operability, safety, reliability and economics.

Works a day staff schedule

Extra hours may be required

Skills & Requirements:

What we need from you

Must have legal authorization to work in the US on a full-time basis.

Minimum of 3 years of experience in design/manufacturing including refining, chemicals and/or integrated gas.

Chemical Engineering degree or equivalent required

Must have a TWIC card or the ability to get one.

Previous refining/chemical experience is strongly desired.

Strong analytical skills and demonstrated troubleshooting capabilities.

Self-motivated and works effectively with minimum supervision

Ability to coordinate efforts with the Production, Maintenance and Process Engineering departments.
